Description:

Possess both specialized and practical knowledge of all mechanical and non-mechanical aspects relating to the complete maintenance of a transit coach.  Schedule and prioritize all maintenance work for his/her assigned area, including, but not limited to, PM's, campaigns, planned work, general cleans, body work, major repair work, etc.  Track trends, create reports and develop plans to reduce all maintenance-related service interruptions, reduce costs and improve processes. Assists department in the coordination of parts needs up to and including researching part numbers, parts quality, availability, costs, warranty and coordinating with procurement to minimize no parts situations, etc.  Manages all warranty related functions for the assigned area.  Works closely with the maintenance management team to improve processes and results.

Duties:

In conjunction with Human Resources and the QA manager, manage Metro's Maintenance Department Training Program. Determine work place needs, develop classes accordingly and schedule classes to maximize training opportunities for maintenance department employees. Oversee Metro's Apprenticeship Program by ensuring that all apprentices receive proper training to perform their job duties at the highest level of understanding, quality and timeliness. Oversee the maintenance department library of resources and ensure that all employees have sufficient access to books materials, CDs, etc. to enhance their mechanical knowledge and skill level. Oversee the Maintenance Trainer to ensure that programs are monitored, training is performed professionally, notices are posted consistently, employees are made aware of training opportunities and that the Semi-Annual testing cycle is completed successfully each year. Develop training programs to improve maintenance department employee's technical competence. Prepare and post all communication documents related to Training and Technical Services and ensure information is accurate, current and available to all maintenance personnel. Schedule and prioritize all maintenance work for his/her assigned area including, but not limited to, all preventive maintenance inspections, campaigns, planned work, general cleans and major mechanical and body work. All safety-sensitive work must receive priority attention. Work must be scheduled in accordance with all recommended component rebuild/replacement cycles aimed at extending the life of the vehicle beyond its useful life. Create and distribute work orders, work schedules, new processes and any other related materials to departments, including the creation of reports to track trends in order to make improvements. Ensure that all preventive maintenance inspections meet or exceed FTA guidelines and manufacturer's recommendations. Reviews operating records and reports to assess the quality and adequacy of preventive maintenance performed. Maintain and update as necessary all PM inspection forms to ensure manufacturer and FTA compliance. Maintain a master file for all PM inspection forms. Ensure that all maintenance procedures are performed in accordance with manufacturers' recommendations. Assist Fleet Managers in scheduling bus general cleans, special requests, body work, and in the development of procedures to improve fleet image. Work with the Maintenance Management Team, Preventable Accident Work Team, Operations, Training and Risk Management in identifying any recommended equipment modifications or procedures which may help to reduce preventable accidents and to improve maintenance and operations efficiencies. Monitor fuel and other fluid usage - explores ways to increase fuel efficiencies and reduce fluid consumption. Track, report and identify trends with respect to all maintenance-related service interruptions including, but not limited to, road calls, change-offs, take and waits, take and goes, wheelchair lift problems, inoperable fare boxes, missed or late trips due to mechanical issues etc. Works with Operations, Training and Maintenance personnel in developing plans and implementing processes to reduce service interruptions. Attends monthly service interruptions meeting and presents statistics and action plans relative to maintenance-related disruptions. Track and report all instances of no defect found reports. Works with Operations, Training and Maintenance personnel in developing plans and implementing processes to reduce. Work with Quality Assurance to ensure that all technical documentation is current and available to maintenance personnel. Work with Quality Assurance in performing regular quality assurance checks of maintenance work performed. Examine documents, materials, products, and monitors work flow processes, schedules and work orders in order to assess the completeness, accuracy and adherence to standards, specifications and performance goals. Identify any deficiencies and implement plans to remedy. Record and analyze maintenance data for the production of reports to assist in quality assurance by measuring overall effectiveness of maintenance practices. Work with the maintenance management team in developing plans to improve quality and effectiveness of maintenance operations. Oversee Maximo and Fleetwatch for consistency of information, procedures and implementation of any changes. Assist in the management of new coach and parts warranties, ability to track and report on parts quality, reliability and availability, and have a complete understanding of store room and procurement procedures. Assist Maintenance Management Team in developing annual budgets for the maintenance operation. Analyze all cost variables (labor, parts cost, duplicate parts usage, reliability, warranty, etc.) for the purpose of reducing costs, service interruptions and recommending changes and tracking changes for their effectiveness. Compile all related vendor bulletins, disseminate information in a timely manner and monitor the progress in adhering to vendor recommendations and guidelines. Collect the latest technological information available for review with the Fleet and/or Facilities Manager. Work closely with the training department on any new or updated practices that need improved and assist in the training and development of employee skills, understanding, implementation and adherence to performance standards. Ability to fill in temporarily for fleet managers. Perform any other related duties as assigned. Assist in the development of strategies to meet organizational and departmental goals and objectives. Qualifications:

Minimum Associate's Degree (two year college or technical school) required. Bachelor's degree or equivalent technical school experience preferred. Work experience may be taken into consideration. ASE - Transit Series certification required for all Metro approved certifications. Minimum five years of supervisory maintenance experience required. Will be required to pass all Metro approved ASE Transit Series Certifications within 2 years. May be required to pass Metro's A-Rate qualification test if selected as one of the top candidates under consideration. Proficient in the use of Microsoft Office applications including Word, Excel, PowerPoint and Access. Must also be proficient in the use of the Internet, e-mail applications, procurement/inventory systems, maintenance management systems and payroll/timekeeping applications. Will be required to demonstrate writing and spreadsheet competency during the interview process. May be required to work flexible hours.
