Executive Director of Human Resources/EEO Officer

Description:

Responsible for directing all of the Human Resource functions of the Authority in accordance with the policies and practices of the Authority, the ethical and social consciences of business and society and the laws, regulations and administrative rulings of governmental organizations and other regulatory and advisory authorities and organizations. The incumbent will also be responsible for the strategic human resource planning to provide the Authority with the best people talent available and to position the company as the Employer of Choice.

Duties:

Plan, develop, organize, implement, direct and evaluate the Authority's human resource function and performance.

Participate in the development of the Authority's plans and programs as a strategic partner but particularly from the perspective of the impact on human capital.

Translate the strategic and tactical business plans into HR strategic and operational plans.

Evaluate and advise on the impact of long range planning of new programs/strategies and regulatory action as those items impact the attraction, motivation, development and retention of the people resources of the Authority.

Develop staffing strategies and implementation plans to identify talent within and outside the Authority for positions of responsibility. Identify appropriate and effective external sources for candidates for all levels within the Authority.

Establish credibility throughout the Authority with management and the union to build a strong, productive work environment. Limited grievance/arbitration hearings as appropriate.

Create, implement and evaluate a comprehensive training and development program to increase workforce competencies and provide for succession planning.

Develop appropriate policies and programs for effective management of the people resources of the Authority.

Administer a performance assessment program that recognizes and rewards employees' contributions toward organizational success.

Continually assess the competitiveness of all programs and practices against relevant comparable transit properties and market.

Develop affirmative action plans and goals for the organization. Monitor and assure compliance with equal employment opportunity and affirmative action requirements. Investigate internal and external EEO/harassment complaints at the direction of the Chief Executive Officer. Develop and implement programs to promote workforce diversity.

Provide a positive work environment that does not discriminate based on race, color, religion, gender, sexual

orientation, national origin, age, disability, genetic information, marital status, amnesty or status as a covered veteran.

Assure compliance with current local, state, and federal laws and regulations related to Human Resources management and the transit industry.

Prepare and manage the HR budget and other financial measures of the Human Resources Department

Work in compliance with Metro's safety and security policies.

 

Qualifications:

Bachelor's Degree (Master's preferred) in Human Resources, Labor Relations, or related field.

Eight to ten years of increasingly responsible HR leadership positions with emphasis on workforce development.

Experience in labor relations.

Proficient knowledge of Microsoft office, HRIS, web-based applications, internet and email.

PHR/SPHR certification preferred

Ability to read, analyze, and interpret the most complex human resource related documents.

Ability to respond effectively to the most sensitive inquiries or complaints.

Ability to make effective and persuasive speeches and presentations on controversial or complex topics to employee groups, management at all levels of the Authority and occasionally to the Board and outside organizations.
